What to expect from a Healthy Homes assessment?

Not sure what actually happens during a Healthy Homes assessment — or whether you really need one? We asked the team at Healthy Homes New Zealand to walk us through the process, what they look for, and why a professional assessment can help protect you — even if you think your rental already ticks all the boxes.

With the 1 July 2025 compliance deadline looming, it’s time to think about how to confirm your rental is truly meeting the standards.

A Healthy Homes assessment is a straightforward way to do just that — and provides the documentation you need to show you’ve done things properly.

What Happens During an Assessment?

According to Healthy Homes New Zealand:

  • A typical 3-bedroom property takes around *60 minutes *

  • Inspectors will need access to all rooms, the ceiling cavity, and subfloor

  • The process is similar to a building inspection, but tailored specifically to the five Healthy Homes standards

Even if your property passed previously, it’s a good idea to reassess:

“There’s no legal requirement for regular rechecks,” explains the team, “but landlords must ensure the property continues to meet the standards — and things can change over time, like blocked vents or new draughts appearing.”

    Subject: Concerns Regarding Landlord Responsibilities and Tenant Accountability under the Healthy Homes Standard

    I am a landlord, and all my rental properties are fully compliant with the Healthy Homes Standards. I support the intent behind these standards and have made significant investments to ensure my properties meet the required criteria.

    However, I’d like to raise a concern about a practical issue many landlords face: tenant responsibility in maintaining a healthy living environment.

    What happens when:

    A tenant does not turn on the heater on a cold day, despite it being installed and functional?

    They keep windows shut even on sunny days, creating poor ventilation?

    Moisture builds up inside the house due to cooking, showering, and breathing—with no effort from the tenant to use heating or ventilation?

    These behaviours contribute significantly to mould and dampness. Yet, landlords are often held responsible for outcomes that arise from the tenant's neglect or lifestyle choices. In such cases, the current framework seems to offer tenants considerable protection, while landlords are left bearing the consequences of issues outside their control.

    Is there any mechanism within the Tenancy Services framework to assess and address tenant behaviour that directly contributes to unhealthy conditions, even when the landlord has met all compliance obligations?

    I believe a fair and balanced approach should involve shared responsibility, with accountability on both sides. I appreciate your attention to this matter and would welcome any clarification or guidance.

    I look after few properties , and all my properties I have employed an independent assesor and got everything compliment.
    It is good for the tenants and we all our covered by the laws of the land when renting a property.
